Puppy holding in urine

Just took in two chihuahua's. My 9pd one Jules we have had for over a month with no issues. Last week we took her out to pee and she started yelping. She acted like something hurt for a couple of days. I called the vet maybe a UTI or coming in heat? It stopped for a week so no vet visit. It returned yesterday and she is holding in her pee and yelping when she has to go any ideas??

PLease reply to me with any ideas. Appreciate any help!
