Scooby seems to be scared of every other dog we have encountered that shows signs of aggression. Well why he plays with Kye which is his size he is playing really rough, I don't quite understand. Scooby circles and circles and it makes me dizzy. Why does it seem like he is trying to dominate Kye but shows signs of submission to every other dog encountered? I have not a clue!!

It's perfectly normal for a dog or a puppy to be scared of aggressive dogs, but play aggressively.

Let me put it to you this way, if your friend walked up to you and punched you on the arm, you'd know he was playing, right? You'd laugh. If a total stranger walked up to you and did the same thing, you'd be angry or scared because you don't know that person or why they did that.

Dogs are the same way. Dogs use body language, specifically the play bow, to let each other know "everything after this is play. don't take it seriously." The aggressive dog is acting aggressively and your dog knows it.
