whining for one particular person?

5 year old poodle/maltese mix rescue will only whine when I leave the room and my husband is still with her. When we both leave, and she is completely alone, she doesn't whine. He has tried giving her treats/kong to distract her when the whining stops and to calm her, and she is busy for a few minutes before abandoning the toy and resuming whining. How can we fix this?
