wee pads to outside transition

hi, my puppy finally got all her shots and i've been taking her outside to learn leash walking. i've been timing her potty times so that she starts going outside (transitioning from wee pads), but have been unsuccessful - she simply holds it and is eager to come back inside to use her wee pads. this is not good, because her anxiety to get back is damaging our loose leash training. how should i go about this? should i pick her up when i see her go to her wee pad and take her outside? or will she just eventually go? iv'e sat with her also, but she just holds it. any advice? thanks everyone.

Get on a schedule. Figure out when she is most likely to go and then just stay out there until she goes. Make sure you stay out there until she goes. When she does reward with a high value treat. No need to take away the pad or take it outside. My dog was trained to use both and we also live in the city. Is she crate trained?
If she is crate trained then once you have a schedule down of when she is most likely to go then I would take her out at these times. Walk briskly outside if she doesn't go in 10 minutes bring her back in but do not give her a chance to go anywhere but into her crate. Keep her in the crate for 20 minutes or if she starts whining to go out to pee take her out again and keep repeating this process until she goes. She will go eventually and when she does reward like crazy.

Also your dog is not pad trained yet, she is trained for a particular spot. Pad trained dogs can go on the pad no matter where you put it.
