I would imagine that a chi pup is about the same size as a yorkie pup.In that case,first you have to keep her as still as possible so that you dont accidently cut too much off 
I wrap my pups up in a towel so that they cant move,and just leave the paw I´m going to work on out.That way she wont flail around.It´s really fast that way.
Just cut the very tips off so that they dont feel like kitten claws and she´ll be fine As kafkabeetle said,if her nails are white,it´s even easier.The pink shadow inside the nail is your guide - dont reach it
