My 16 week old puppy is pretty good in his crate, which is connected to his play pen. If put into his crate, he may whine for a bit here and there but then stops and goes to sleep. When he is in his play pen, however, he will cry, bark and freak out even if I'm in the room. I would want to transition him from crate to play pen since he has more freedom in the play pen but he doesn't seem to like the play pen at all. At times when I have ignored him, he starts playing with his toys or lies down and goes to sleep if he's tired; but it's always after a long spell of whining, barking, etc. It's worse if I leave to throw out the garbage, etc.

All suggestions welcome!

It sounds like you're doing everything right! You just need to be sure that you're not rewarding the barking/whining by giving him attention for it. When you put him in the pen be sure to ignore all of the noises he makes, and let him grow out of the yapping.
