Is it possible?

sometimes I say deacon has "found his hound" He will go for months without baying at something, then suddenly he'll spend a week baying at things.. I try and call his name and give him a treat but he doesn't listen when he's in his howling state of mind..

any ideas?

My Charlie (RIP) was half Beagle & he'd only bay when he was actually chasing something, otherwise he would bark. (And he always did have a lot to say! lol) I always knew trouble was brewing when that Beagle edge came out in his voice. I'd guess it's just a product of the state of arousal. In your case I would take it as a sign that he's over threshold & get him farther away from whatever is setting him off.

He usually does it when he's in his crate, and he can't make out a noise he hears, or when He knows something is outside the window but he can't see it. I think its a bit of frusteration, really.
