Once a dog learns about running it is nearly impossible to "fix." The young dog will learn from the older dog to do the same thing.
What the older dogs lacks is a relationship with you, his owner. The young dog probably does as well since he spends all his time with the older dog.
Separate the two dogs. Train each separately and play with each separately. Walk each separately and never put them out is the yard together. They need to become bonded to YOU. The older dog may never bond to people but you have a chance with the young dog. First the two dogs must be separated and fed, handled and trained separately.
