How old is this dog?
Basically, what a cage will do is keep him confined to one spot, so you know he's not sneaking around to pee. Also, many dogs don't like to soil the area where they sleep, so it's supposed to discourage them from peeing and encourage them to hold it.

The cage is just a tool. It's another way to prevent accidents. Preventing accidents is the goal. You can also prevent accidents by closely supervising him so you see the signs and stop the accident before it actually happens. Some people use a leash to tether the dog to you, like on your belt loop, so that you can keep the dog right with you. That way, you are more likely to keep your eyes on him, and not miss a sign.

But, you say it's only occasionally. How long have you been fostering him?
