Blue pit bulls are known for having skin problems (it is connected to the dilution gene that creates the coat color) so it could be allergies, insect bites, demodetic mange, ringworm and loads of other stuff.
I suggest getting a shampoo specifically made for dogs for skin irritation and try to see if its tied to anything he eats or comes in contact with. For example, only on his back might be related to giving topical flea medication there?
At his vet check up, ask about proper shampoos and maybe over the counter allergy meds if its an allergy or a skin scrape test if vet thinks its mites etc
