We have an alapaha bulldog that is a huge slobbery mess sometimes. I cannot seem to get the smell out of his coat under his chin and neck. I've washed him and scrubbed the crap out of that area and bleached his collar but the smell still lingers. Any ideas how i can either get rid of the smell or reduce it with something?

This area stays wet from the folds and drool, yes? If so, yeast is likely what you smell. Cover the area daily with cornstarch to absorb and dry it out, and leave off the collar or get one made for dogs on water that doesnt absorb and hold the moisture. When you bathe him, use a baking soda shampoo.
