Rushing the fence

I've had problems with Kaki rushing the fence at the dog park. If anybody is coming in(or sometimes just walking by), she rushes the fence, barks, and raises her hackles. She's not aggressive and I'm proud to own one of the best trained dogs at the park. I can always call her from the fence but that won't solve the problem. People walking in get this wary look and I don't want that. Here was my plan(feedback please!): Have her near the gate in a stand/stay with each new arrival, she is given a release to greet the newbies(that's the +reinforcement).

Will that solve the problem?
(P.s.-Kaki will soon go through the CGC. I know she'll pass I'm so proud of my scaredy dog)
