Both are. Some dogs have Dew claws which are basically a 5th toe/claw slightly higher up on the inside of the leg. Some people get the dew claws removed depending on breed/what they are doing with the dog.
Some breeds are more likely to have dew claws on the back feet. Sometimes there are even 2 dew claws back there like on the Great Pyrenees. Shih Tzus seem to have dew claws on the back quite often. My family had a tea cup chihuahua with six twos on each hind foot.
