Yay for more Chows ! 
My chows have always been pretty low key (not a lot of jumping) but they can certainly zoom around a lot when they're under exercised. I like to let my young pups self exercise..so we play in the backyard, etc. rather than a long walk. My area is very heavy with Parvo as well, so while I DO take the pup out to socialize her, my neighborhood is not where she'll be walking until she's older. (lots of loose dogs) We go to less dog frequented areas. But, for basic exercise, we play training games.
As for biting, is it puppy nipping? Many times pups are mouthy, but they need learn that human skin isn't for biting. Goose is not mouthy, but Aesop was as a pup (in play only) and that was a sure way for all attention to end. Puppy mouth on skin=human standing up and leaving the room. He learned very quickly.
At this age you'll also want to get your pup used to grooming, particularly if he's a rough coat that is going to require frequent brushing. I teach mine early on to allow foot and mouth handling, toenail trims and brushing. I don't want to have to fight with a 70 lb dog, so I teach them this when they're wee
