Normally, at 5 1/2 weeks, puppies are still with their mother and litter. It's an important time for them to learn dog body language and good manners. It sounds like your two dogs are just playing, and sometimes your puppy crosses a line. It seems like right now your older dog understands just how young the puppy is and is being very patient. As time goes on, if it continues, he'll probably give some corrections himself. It's normal (mother dogs do it) but keep an eye to make sure it doesn't go too far.
It seems like a good step to intervene if the biting gets out of control. Best to teach your puppy from a very early age that nobody, dog or human, will allow that behavior.
