Pro "off leash" articles

My wife is writing an essay in her college English class about leash laws, and giving the experiences of her Guide dog and herself being attacked and menaced by unleashed and/or uncontrolled dogs. What she needs is a "balance point" view of successful unleased experiences to present the "other side" of the issue. Does anyone know where she can find media articles and references that deal with this?
Any assistance is greatly appreciated. Thank you.
