Do not potty train the dog to go inside if you want it to go outside. Even without shots you can take your dog to an area where other dogs do not go and let the dog eliminate there. You will cause major confusion by teaching a dog that it's ok to eliminate in the house...and then change the rules overnight. Just train the dog to the outside.
