This us Normal puppy behavior.
House train the puppy to go outside.

If you are going to have him potty inside maybe change to a pan with shavings.. or a dog litter box.

He is just being a puppy. The fact that it is random is pretty much what puppies do. He decides one day "Ooh look! Toy!" and it is something he has been ignoring.

As an example, before retiring I had my younger dog in an outside kennel while I was a work. I put down 80 pound horse stall mats as the kennel floor. He would, on occasion, pick up one of those mats and toss it around (strong male German Shepherd.. the one in my avatar). I had to change things up since I feared him breaking a tooth! He did not do it every day, but I could not allow it at all.

I guess your right its just we don't realize he will grown out of it our patience id thin when we are seniors.
I am now a senior.. retired (it is amazing and humbling to me I got this far without a horse or a tractor flipping on me or some other malady.. ).

I actually have more patience as I remind myself "it doesn't need to happen in the next ten minutes.. I'm retired!"

Play with your puppy a lot.. you will feel younger!!
