On anything but grass. she just sits down when we bring her inside or onto the deck anyone know if there's something we can do to make her. Shes a 9 week old springer spaniel.

9 weeks is a very young pup. All I can recommend is calling her over on the grass and rewarding her with lots of kisses and cuddles and/or a nice healthy treat (too many treats = fat dog) and when she's worked that much out start increasing the distance until you're calling her on to the deck or inside the house, etc.
Might require lots of patience as some dogs are a bit slower than other's. It took one of my dogs a few minutes to figure out the pet flap in the back door, the other dog took 3 days.

Try to make is as tempting to walk on other surfaces as possible. Try leaving a small bunch of GOOD treat there, making her walk on the surface to get it. Also try sitting on the surface and playing with a toy, ignoring her. As they say, curiousity made the dog walk on the floor :p
