My new puppy has matted hair. My older sister been taking care of the puppy for just four days. It came back matted near the tail area. I don't have any clippers. I shampooed the puppy barely (the puppy hates baths) and brush it.
However, the matted hair won't go away. I snipped a spot and the hair is still matted. I didn't go any further because I might hurt the puppy. What should I do? Is there any products to get rid of the tangle rather than clipping it?

I recommend having her professionally groomed. If you cannot brush the matts out, a pro might be able to. Bathing her is only going to tighten up the matts. If they are too tight, they may have to be shaved out, but I would leave this to a pro. It will be a good experience for the pup to get used to grooming anyway. Start early, as its going to be a regular process for your pup's entire life.
