We've had our 9 week old puppy for 1 week. Over the last few nights I've started using a soft slicker brush to get her used to grooming. She's a black lab cross so has very soft black fur. When I've been brushing her little bits of dandruff seem to come off. Looking under her fur her skin looks a little dry and flakey.
Is this normal? Do I need to stop brushing her until we see the vet for next round of vaccinations in a week?

Dandruff isn't necessarily abnormal, and you don't need to stop brushing her. Dogs can get dandruff for the same reasons people do, and some are just prone to it. First, I would just give her a bath with some sort of anti-dandruff dog shampoo and conditioner and see if that works. Next, you can add supplements such as fish oil, because sometimes they simply need a bit more fat in their diet to keep their skin and coat healthy.
