New puppy advice

Hi, I have a 13 week cockapoo who has been with us for 3 weeks. He’s settled in really well. For the last 3 days he’s starting to pull his blanket into a lump, try to hump it, but gives up and lays there rubbing his paws backwards and forwards while sucking/biting his blanket. This has stated to happen a couple of times a day, the first time was for about an hour. Nothing will distract him. He also moans and groans a lot, like he’s frustrated with something. And also keeps licking or biting his boy bits. Is he just exploring do you think or should I be worried about anything. Some have said the paw rubbing abs blanket biting is possibly for comfort?? But unsure why after 3 weeks x thanks in advance
