New basset hound

Hi everyone. About a month and a half ago we got a 10 month old basset. We love him but he had been very difficult to walk. He lays down and refuses to walk whenever he either sees another dog or wants to walk in a different direction. He winds up going back and peeing or pooping in the apt.. what can I do to get him to walk and do his business? I?ve tried treats but it doesn?t work. Help!!
