My guess is tick, too. It can be hard to see in dense fur, but there should be legs way down towards where it's attached. If you've got 'em or can get ahold of them, I've found Tick Twisters to be by far the easiest and quickest way to remove them. Gets the whole head out so you reduce the risk of infection, and doesn't appear to be especially painful - at least for my drama queen of a dog. Yanking with tweezers definitely bothers him more.
