Need advice for my Jack Rusell

I have a one year old Jack Russell. When we first got him he weighed 3 1/2 lbs. He would play really rough with our 9 yr old 85lb German shepherd. Now he has gotten aggressive towards her and my husband. He never is aggressive towards me or my 15lb Westie mix. He is worse at night and really bad if he's really tired. Hes very leash reactive. He goes off on people and any animal. Its so embarrassing on walks. He sounds like he's possessed when he sees people. I had a trainer scheduled to come out but she moved out of state. Every trainer in my area is crazy expensive. I don't have thousands of dollars to spend on dog training. I would appreciate any advice.

I'd like to know what area of North America charges thousands of dollars to work with leash reactive dogs. I wanna live THERE, lol.

I'm telling you the prices are crazy! One service I looked at was around $2500. I don't live in a major city either. I have been watching youtube videos like crazy. Everyone has a different opinion. Its so confusing. I think the best advice I got was from a guy with a former aggressive rescue. He said you just have to get them out around people and dogs. He said this as my 22lb dog was trying to attack his 130lb dog.
