My oldest dog is around 14 years old and has recently developed these bumps on her hind legs. I believe she also has one under her fur on her neck, but I’m not sure. Any idea what these could be? Currently saving up money to take her to the vet.

Extras: She’s been coughing quite frequently. I think she’s a Transylvanian cur mix, but I’m not entirely sure.

Has her vet said anything about them? If not, then ask them. They may want to do a fine needle aspirate, to see what is going on.

And the cough is very concerning, probably more so than the lumps. Among other things, it can be a sign on congestive heart failure, so a vet visit is definitely in order.
