My Dog is Suddenly Lethargic

Apologies if this is too long, I just feel it's necessary to include every information I can think of.

My 7 year-old Maltese-Japanese Spitz female dog, Bella, suddenly became lethargic just now (1am in the Philippines). I came outside just to check on her if she's doing well because my mother leashed her outside but she has a bed. It is cold outside and I've already fed her with her usual food (specifically dog food and not human food) and I melted the food with water just like I usually do which I'll explain later.

Roughly 5 months ago her stomach was blocked by a hard object but we couldn't identify what it was, she had to be put on dextrose, but a month later she threw up that hard object. She had been doing well, but can't eat a solid object and she needs her food to either be mushy or wet dog food. I figured her stomach can't digest solid food anymore.

Right now she's right beside me lying down and she sounds like she's grunting/wheezing while her torso rises up.

What do I do? Thanks for the help.
