Leash training question!

OK, Bella is 9 months old and she use to walk like a dream on a leash, but now she gets so excited when she sees other dogs or other people that I am afraid that she is going to hurt her throat. She jumps and pulls and just gets silly. I have went back to our basic loose leash training with treats and making her stop and come back to me as soon as the leash gets tight and telling her how good she is and treating her when she is walking with a loose leash, and she does good, sometimes. However, every morning she and I go walking at about 5:30am and she is wired for sound! Every single person we pass she about breaks my arm off trying to go meet them and if we see another dog OMW! It is on then!! In the afternoon walk she does a little better, but not much.

So, I am thinking of trying something new and I need some advice from some seasoned trainers. I am thinking of trying one of these training leads or harnesses. Please look at these two things and tell me what you think, or if you have a better idea. At this point I just need help or Bella is going to have to stay home when I walk in the mornings, this is becoming WAY too much work!!

She had a harness when she was smaller, but when she out grew it I didn't get another one. But I don't want her hurting her tracia and that is my biggest concern at this point. Well, that and my shoulder she is about to pull out of socket!
I have worked at 2 different animal shelters with misbehaved dogs and we have found that gentle leaders and harnesses work the best. Good luck :)
