It's hard to be entirely sure without papers, but she looks like a pom to me. Her face is a little different than the modern show standard (the more teddy bear style face) but poms can have some variation in their facial structure and look more foxish. Poms today look pretty different from the way they looked originally, so you sometimes get little throwbacks to the old look in the breed with a longer muzzle, wider set eyes, or bigger ears. Either way she's adorable. :)

If I were to guess I'd say she was a purebred pom. My brother has a pom/chi mix and all the pups in the litter had much shorter fur than your dog (though still slightly fluffy from the pom side).
