Is my dogs scrotum infected?

Hi! I recently adopted a 1yr old german shepherd mix and had him neutered this past Wednesday (April 22nd). He HATED the cone and I was afraid he would choke himself or something because I’m a paranoid new dog mom. We took it off of him for the night but tied an old tshirt around his area to prevent him from licking. We woke up Thursday morning and he had taken it off but everything looked normal. He doesn’t care to lick the spot and we still keep an eye on him 24/7 (except sleeping, duh). I checked his area this morning and noticed a little green piece sticking out (grass, stitches??). Does anyone know what this could be and does it look infected at all? We’re going to call the shelter that did the procedure on Monday to see if they can take a look at it, but need some other opinions on it. Thanks!

My feeling is the opposite of LeoRose's here. I once had a rescue pull out all his stitches when in the care of someone else who didn't use a cone. The whole site was an ugly mess (not at all like the picture posted here). Had to take him back to the vet and get it all stitched up again. I don't think keeping a cone on a dog for a week or so is going to kill them, and it's better than dealing with an infected mess after.

I do agree about consulting the vet who did the surgery in this particular case or if that's not possible, another vet.
