We rescued a mix breed 2 months ago. He was already house trained. We expected a few accidents due to being in a new home but he didn't have any. We had him neutered on September 23rd. Had no issues up until yesterday (October 5th). 13 days after being neutered.
We walk our pups at 5:30 am, 11am, 4pm, and 8pm, always on schedule give or take a few minutes. Yesterday, he peed on the floor around 3:30. We thought maybe he just couldn't hold it this time.
Today, he peed on the living room floor at 2:30 so we took him out right afterwards. We feed him dinner in his crate at 5. He peed in his crate, all over his bowl, immediately after finishing his food.

He has an appointment with his vet on Saturday but I was wondering if it's common for incontinence to kick in this late after being neutered? Or if there may be something else of concern.

I've never seen it, and while I've only had a couple of male dogs myself, I fostered half a dozen males right after neutering. Sounds like it might be a UTI that will be fixed up with antibiotics. Good that you have a vet appointment, and too bad it's not for several days, but that's actually pretty quick in these Covid days.

I had my dog neutered on 9/22 and he tested positive for a UTI 2 days later - very well could've had it prior as I did notice a few dribbles of urine on the floor prior. He was getting neutered for an enlarged prostate though, so I wasn't sure if it was related to that. I noticed when I took him out once two days after surgery, he would pee, then take a few steps, then dribble. We came inside and he slept for an hour or so and when he woke up, there was a small puddle under him on the floor. Took a urine catch and sure enough, UTI. A week of antibiotics and he's all good now! Not saying this is common and a neuter shouldn't affect the urinary tract at all. Just sharing what happened with mine.
