What on earth is it with Spain and the bad treatment of dogs?

I've just read a shocking article
I'm sorry I can't link as a new arrival to this forum but it's worth reading in the Euro Weekly News in Spain website about 11 live poor dogs dumped in Alicante in underground bins.

I just sunk in disgust, surely this should be made a criminal offence? how on earth can this go on, those poor dogs.

How does the world stop this happening to dogs?

Just stating there are many actions Americans consider as grevious but are normal in other cultures.

Who said anything about Americans? That's quite a presumptuous conclusion to jump to. And that knife cuts both ways. Seems one of us considers a normal objection to torturing dogs as grevious.
