Some dogs who have never had raw food don't know what to do with it. You can try making it into a patty shape, and lightly searing the outside to make it more appealing. Or you could mix a bit in with her regular food to give her a taste of it.
Also, some dogs just won't eat raw if it's not introduced until they are older.
