No, I buy the nylon webbing, buckles, adjusters and D-rings all seperate. The ribbon overlay is added first

Online, I forget which websites I've used but if you google it you'll get a ton of websites. It was hard to find a buckle I liked so I got those and my D-rings at Hancock Fabric.
