Ugh! Another reason I live in the south - lol! But, back to your question, maybe you could get a rake with the completely stiff tines (not sure what it's called), to help dislodge and rake the stuff into piles before shoveling it. I think that pure grunt labor is in order, unfortunately. Do you have anyone you can call to come and help you?
Next winter, maybe you could train your dogs to poo in one certain area, rather than all over the yard, and also pick up weekly when it wasn't snowing? I pick up daily for my two dogs, but I don't have the snow issue to deal with either...
