It is a good idea IF both breeds fit your lifestyle and you have time/$, ect for both dogs. I have several dogs but know some people who really can't even handle one, can't care for one properly, ect. If a Lab will work out for you and your Sheltie will get on well with other dogs then it is a good idea. A puppy can be work as I'm sure you know and getting them acquainted might take time.
