Remove the puppy and give her a quiet time out when she gets over the top. Or put her in another room and give her something else to do. I would look at teaching her to chill - that's so important for a puppy to know. You might look up Karen Overall relaxation protocol. there are several good articles, including the original. And TRAIN! train! train! What you describe is normal behavior. In the best case scenario, Rosie would discipline the puppy and teach her things we, as humans, can't. But it sounds like Rosie is not going to do that, and with the size difference, I would just interrrupt Coco and remove her when she gets over-the-top. And take that time for a short training session.
