How do I add a picture to my screen name?

Is there a edit profile page that I go to?

Go to USER CP at the top left of the screen and select EDIT AVATAR

Are we allowed to use a picture from the internet? or does it have to be a picture we took ourselves?

You can use any picture ,just note there is a size limit for avatars , I believe it says right by the avatar control .
