Green potato skin is mildly toxic, don't eat it. Some people say all plants in that family, tomato, potato, eggplant and pepper, are inflammatory and shouldn't be eaten by anybody especially if arthritic. I would be devastated if I couldn't have those veggies!
Last, dogs can eat and survive on just about any diet. Now thriving is a different matter. I was amazed to see what my 33 pound dog needed compared to an adult human. He needed just about the same micro and macro nutrients but packed into 1/3 the calories. He didn't need as much sodium or fiber but he did need as much of the vitamins and most minerals.
