Hoarding...

I recently adopted a 7 month old doberman mix. He shared a kennel at the shelter with his brother who was more aggressive and ate most of the food. So little Rocco was a skinny little guy. So I understand him trying to eat all of the food at once and then go for my big dogs food too. However he hoards everything in one corner. Toys, treats, pillow, anything he decides he likes. Even when we try to play fetch he tries to take the ball there. How can I get him to relax more?
