If your park has a small dog side, use it. And I agree that you need to step in if he is being a pest. You should be close enough to him at all times that you can put a stop to it. That means you may need to wander around close to where he is going, and keep a close eye on him. (Not that you don't now, but I see a lot of people at dog parks that turn their dogs loose, then go sit somewhere or talk to people and they don't keep an eye on what their dog is doing, or are too far away to stop problems from developing.)
