He IS doing his job...it's just not the job you want him to do. LOL.
For exercise and play maybe you can try a flirt pole? You can keep the toy moving because it is on the end of the pole and he can chase, bite it and even "kill it" if he wants. This helps burn a lot of terrier energy.
Dogs bark to alert, because they are bored or because they are anxious. Yours is most likely the first two. If you insist on leaving the dogs outside without a human, you may want to try an outdoor ultrasonic anti bark device. They have ones that look like birdhouses and are pretty much weather proof. When the barking happens it emits an ultrasonic sound that in MOST dogs will distract the dog and doesn't involve a human correction or quiet cue. It's worth a try.
Personally I wouldn't leave a barker outside by himself (or with another dog, they just feed off each other..) it's not good for neighbour relations.
