Is he motivated by food? Perhaps try a food toy. Maybe start with something easy like a ball with a hole in it that he rolls on the floor to get treats out. If he's interested in seems to enjoy that, you can try more difficult puzzle toys he has to solve.
You would obviously have to separate him from the other dogs for this, though.
Does he like squeakers or grunters? Maybe crinkle toys? Dogs to often have a preference! My dog likes soft stuffed toys that squeak as loudly as possible, or toys with crinkle material inside, but doesn't like hard plastic toys.
And, some dogs just don't really like to play with toys. You can't force it if he just doesn't like it.
