I think he might be ringing the bell to tell you that he wants to go outside, not that he has to go potty.

He isn't trying to annoy your or "pull the wool over your eyes", he just doesn't understand about security deposits and carpet cleaning and he never will. Poop isn't gross to him. He doesn't understand punishment, only praise for "doing his business" where you want him to.
It's kind of amazing when you think about it. What the bleep did we do to deserve dogs routinely going to all the trouble of housebreaking? To a dog, it's for no other reason than that we get all happy when they eliminate where we want them to. Would you ever go to THAT much trouble if your dog mysteriously went into ecstasies every time you said the word "poop" in a specific place?
Also, your Boston isn't a cat, he's a miniaturized dog. Of course he doesn't want to soil his own den, but to him the living room is as far away as the next block is for a GSD or a Lab and his bladder is about the size of a marble as opposed to an orange. We did this to our portable pooches. It's our responsibility to adjust for their limitations and strengths.
