You could also check out Etsy, there's tons of hand made dog related gifts there, and I'm pretty sure plenty of them are in your price range. 
I second etsy.com. I sell dog collars there and you can find a TON of dog/animal related homemade items VERY cheap there. I sell collars for a max of 10 dollars. You could do something like that for those that have dogs, I suppose.
Ok, so I did some more research today and think that I'm going to go with dog ornaments I know it's a bit early but they are so cute I can't help myself. I going back and forth between two. One is a Etsy company that has porcelain ornaments of a variety of dogs to choose from TheMagicSleigh and the other is a company that makes custom ornaments with dogs and can engrave them, Kyle Designs

I was thinking of getting the engravable ones because I can have our shelter name engraved on the back for everyone.
