Sounds like dandruff. All the pits that have come from the shelter or having poor nutrition have powder like that and it usually goes away with better food. Even if you are feeding a holistic food, maybe it isn't suiting your dogs? Some do better on an alternative protein like lamb instead of chicken, grain-free if possible.

Usually slowly adding a little bit of healthy fat to their food helps. A bit of olive oil or fish oil (start with about 1/2 teaspoon per day for 1-2 weeks and then you can go up to about 1 teaspoon per day; too much can cause diarrhea as can too much of any fat). Raw chicken livers (a few per week, I've fed one per day for a week with a new dog that was too thin), a whole raw egg (shell and all) 2-3 times per week, a little bit of cheese if they're okay with dairy products (some dogs can't handle it just like some humans can't)

Brush them with a soft brush but don't bathe too much. If they get dirty, either brush off the dirt or just wash with water only and use shampoo just on any specific yucky spots (like the roll-in-poop kind)
