I agree with K9luv. At least my interpretation of what you said is that you have refunded a deposit once, and that was when YOU decided you didn't want to sell a puppy to that particular person. In this case the buyer has changed his mind. To me the purpose of a deposit is to compensate the breeder for time lost dealing with people who aren't serious and try to protect them against people who get in line for several litters from different breeders.
