We had full size mix dog jump out of the back of a moving pickup truck one time when we were downtown and my wife was using her Guide dog. The mix ran across two lanes of traffic and charged her Guide, snapping furiously and giving a low growl. I hit it with capsicum spray whereupon it stopped dead, sneezed and rubbed its face on the concrete trying to wipe it off. Meanwhile, the truck had stopped and the "owner" called the dog back. It ran to the sound of his voice, and when the "owner" found that it had been sprayed, he was a bit upset. Once I explained to him that interfering with a service dog in Oregon carries a fine and jail time, much less the violation of the leash law and the dangerous dog ordinance, he had a few choice words for me----but he left with no furthur complications.
I just cannot fathom the mentality of those who have their dogs unrestrained in vehicles, whether parked or moving.
