In another thread I started, most of the responders said they put the puppy in the crate the first night next to their bed and set alarm to get up a couple of times during the night to walk him -- no gradual intro to the crate like what I'd been reading. So I thought I would try the crate. The puppy came home today, and has peed 6 times in 4 hours (9 weeks old), mostly inside (and immediately after I'd walked him for 15-30 minuts, of course). Now I'm thinking plan 1 makes more sense, which is a large pen with a place to pee to start with (and I'll sleep next to it). I'd planned for getting up 2 or 3 times during the night, but every hours seems extreme. What am I missing about all this? How would you do an entire night in a crate right off the bat when it's less than an hour between each pee?

A puppy who is sleeping solidly will not need to pee every hour. Like humans, those bodily functions slow down during sleep plus the pup is not drinking water while sleeping.

A crate also encourages the pup to stir and wake you when he needs to pee rather than peeing in his sleeping space (most dogs dislike peeing in their sleeping and eating spots) while larger space of a pen or room does not restrict them in that way.
