Concerns with attention seeking

So I had just received an 8 week old corgi. He's been with me a little over a week now so I'm trying to keep that in mind. I've noticed that my boy doesn't seem to seek out my or any persons attention. He's happy to see me in the morning when I let him out of his crate for the day, but other than that he's never initiated any play with me. He will play tug of war with his toys with me and he waits for me to throw toys for him to retrieve, but outside that. I work from home and I keep him in a pen with all his toys downstairs while I work upstairs. I have a cam and go down every couple of hours to potty train and try to play when we have a success, and every time I come down he's waiting for me to let him out. If I'm not staying on him to go on the pad hell go explore the house and not pay me any mind. I've been hand feeding him every day to try and increase the bond but I see no intrinsic motivation to play with me unless I have food or a toy. This may very well just be how it is at first but I'm concerned that maybe I'm being too much, or that my dog is even understimulated despite my attempts to engage with him.

Pretty common behavior. He is a baby and will be for the first couple of years. Just keep doing what you are doing. The fact that you have a puppy that will retrieve toys at this young age is significant. That means he WANTS to engage WITH you. I think you are doing just fine.
I wouldn't worry about it - it takes time to build the bond. He's just more curious about the world around him right now. Keep it up, sounds like you're doing great.
